Military Police Lessons Learned Conference summarised experiences from exercises and operations

The last Annual Military Police Lessons Learned Conference (AMPLLC) was held on 05-08 December 2016 at the NATO Military Police Centre of Excellence (NATO MP COE) in Bydgoszcz. This year’s topic concerned extracting MP-related lessons from exercises and operations and focused on Lessons Identified (LI) and Lessons Learned (LL) in general, as well as those connected with one of the NATO MP core functions – Mobility Support Operations (MSO). All identified experiences will be uploaded to the MPLL Portal and available for registered users of the MP Community of Interest (CoI).

The Conference was opened by the NATO MP COE Deputy Director, LTC Thorsten STOLL who welcomed all participants and put emphasis on the significance of all contributions to be given during the event “The Annual MP LL Conference provides a unique platform for skill and experience sharing discussion and information exchange via the broad NATO Military Police world. All Lessons Identified, Best Practices and any kind of observations our troops conducted during their missions abroad are possible catalysts for minimizing the number of casualties or even killed soldiers in the field and successfully accomplish our missions.”
The prime aim of the Conference was to challenge an attempt to shape future MP capabilities by referring to LI/LL garnered during all types of multinational exercises and operations in general but also related to the MSO. Before the vast array of presentations and fruitful discussions started, the NATO MP COE LL branch personnel had acquainted the attendees with the ongoing and short-term expected offer regarding the LL pillar. The principle LL-referred deliverables, with reflection to the assumed objectives, resulted in drawing meticulous attention to the following:
• Recently identified lessons across the tactical to operational levels gathered from almost all 2016 exercises, such as:
- EX Trident Juncture-16
- EX Anakonda-16
- EX Brilliant Jump-16
- EX Joint Derby-16
- EX Sharp Lynx-16
- EX Angel Guardian-16
- EX Capable Logistitian-15
- EX Crystal Eagle-15
• overview from Canadian MP training mission in Ukraine;
• Visibility issues of PM as well as MP capabilities in basic NATO documents;
• MP contribution to exercise preparation;
• Universal best practices gained within various types of missions for the sake of emerging security challenges to be utilized by MP force;
• Most recent practices from Close Protection Team activities in Afghanistan;
• The supportive role of the NATO MP COE resources, designed particularly for the MP LL system (MP LL Capability Team, MP LL Portal) in dimension of comprehensive practical employment.

It was the third time that the NATO MP COE had organised and hosted the AMPLLC, this year’s event gathered 27 participants and SMEs representing 11 NATO nations, as well as NATO/EU entities such as POL NFIU, JWC STAVANGER, HQ MNCN-E, MN JHQ ULM PM, HQ AIRCOM PMO and HQ EUROCORPS PM.
In summation of the Meeting, LTC STOLL expressed his gratitude to all attendees for active and professional commitment that is of high value for the whole MP CoI.
It is worth mentioning that the Conference was followed by the Analysis Workshop dedicated to MSO ADL course development. The most experienced Conference participants shared their knowledge as SME during the analysis phase. The respective course had been requested by the MP CoI, and the NATO MP COE responded to that request in accordance with the Centre’s goals expressed by the Director COL Grzegorz WASIELEWSKI “Our Centre aims to provide real support for NATO, therefore, while the need for Mobility Support Operations training was raised during the recent MP Panel, NATO MP COE ToE decided to take action immediately and develop the Mobility Support Operations ADL course.” The new course is planned to be available on JADL in 2017.
