​The Annual Military Police Lessons Learned Conference 2-5 December 2019

On 2-5 December 2019, the NATO Military Police Centre of Excellence (NATO MP COE) organised the Annual Military Police Lessons Learned Conference 2019 (AMPLLC-19) in Bydgoszcz, which was dedicated to “Military police involvement in handling of CPers/ IDP/ Refugees/ Internees/ POW within detention and Military police Specialised Units – lessons from NATO/National exercises/ops/.”

The prime aim of the Conference was to gather audience that have been partaking in military operations (both national and multinational ones), as well as multinational exercises, hence they could deliver added value with regard to enhancing MP/Gendarmeries capabilities.
What is of high importance is the fact that the topic was chosen upon the request from the MP COI members articulated during one of the previous events organized by the NATO MP COE. 
The AMPLLC-19 was opened by the NATO MP COE’s Director, COL Mirosław ŁABĘCKI, who stressed that the Conference constituted the significant event for the Centre. The Director underlined that the key issue of this year’s conference was detention operations as MP continuously strove for its enhancement which happened to be highly challenging to be established amongst various countries. 
Before the vast array of presentations and fruitful discussions started, the NATO MP COE LL Branch Head, LTC Łukasz WAGA, had acquainted the attendees with the current and short-term planned offer regarding the LL pillar. 
The principle LL-referred deliverables reflected the assumed objectives and resulted in drawing meticulous attention to the following fields of MP activities:
• Functional Planning Guide on Treatment and Handling Captured Persons;
• Provost Marshal’s Lessons Learned from EUROCORPs exercises;
• Lessons Learned from US detainee operations;
• 1 GNC’s view on CPERS handling;
• Internees/POW within CAN detention operations in Afghanistan;
• Lessons Learned identified as Provost Marshal/MND SE HQ;
• Czech MP Specialised Units;
• Lessons Learned from EU Operation SOPHIA;
• MP/Gendarmerie involvement in handling CPers/IDPs/Refugees/Internees/POW in the context of military ops;
• Mediterranean Deployments OP PONTUS 15 & OP SOPHIA 18.


In summation of the Conference, its Chairman, the NATO MP COE Lessons Learned Branch Head, LTC Łukasz WAGA, expressed his gratitude to all attendees for their active and professional commitment that is of high value for the whole MP COI. He recapitulated the three-day deliberations and highlighted that there are many frameworks and reference documents. What is more crucial co-operation with LEGADs should be tightened. He underlined as well that visibility of the MP force must be reinforced from the very beginning of the planning stage of detention operations. MP must be reflected in respective documents, to be properly visible in doctrines. Without that MP capabilities would be less appreciated and undervalued. The above-mentioned tools assess the level of knowledge and skills, the quality of performance as well as trigger constant improvement of MP capacities.
The Deputy Director of the NATO MP COE, LTC Karsten BROMM stated that the situation regarding detention is changing. He would like to welcome representatives outside of the military organisations during next events devoted to CPERS/IDP/POW, e.g. International Committee of the Red Cross. He is also glad that the Conference gathers experts who bring knowledge from the whole spectrum of military police operations.
All identified experiences will be analysed and uploaded to the NATO MP LL Portal and available for registered users of the MP COI.
