​The Annual Military Police Lessons Learned Conference 2018

On 3-6 December 2018, the NATO military Police Centre of Excellence (NATO MP COE) organized the Annual Military Police Lessons Learned Conference 2018 in Bydgoszcz, which was dedicated to Military Police/Gendarmerie-type forces – their role and interoperability within Armed Forces at the operational/tactical level exercises and in operations, with a particular focus on CREVAL/JOINTEVAL and Real Life Support (RLS).

The prime aim of the Conference was to gather audience that have been partaking 
in military operations (both national and multinational ones), as well as multinational exercises, hence they could deliver added value with regard to enhancing MP/Gendarmeries capabilities.
What is of high importance is the fact that the topic was chosen upon the request from the MP COI members articulated during one of the previous events organised by the NATO MP COE. What is more, following the request from the MP COI members and bearing in mind the NATO MP COE’s contribution to the Hybrid Warfare Seminar 2019 organised by the UKR MP, the Conference agenda was enriched with an additional topic concerning MP involvement in Hybrid Warfare. 
The AMPLLC-18 was opened by the NATO MP COE’s Director, Col Grzegorz WASIELEWSKI, who stressed that the Conference constituted the most significant event for the Centre. The Director underlined that the key issue of this year’s conference was interoperability as MP continuously strove for its enhancement which happened to be highly challenging to be established amongst various countries. Hence, the topics discussed at the event mainly focused on interoperability in fulfilling all MP functions and once more emphasised the importance of the Provost Marshal position. 
Before the vast array of presentations and fruitful discussions started, the NATO MP COE LL Branch Head, LTC Łukasz WAGA, had acquainted the attendees with the current and short-term planned offer regarding the LL pillar. 
The principle LL-referred deliverables reflected the assumed objectives and resulted in drawing meticulous attention to the following fields of MP activities:
• 1 GNC's way to JTF HQ (L);
• MN JHQ ULM's way to JTF HQ and JLSG HQ;
• Military Evacuation Operation, National FTX Rapid Eagle 2018;
• Lessons Learned from Ex Trident Jaguar 18;
• Participation of POL MP in TRJE 18;
• Military Gendarmerie cooperation with the NATO Battle Group Military Police within eFP Poland;
• Current situation in the MP Doctrine development and MP involvement in other disciplines;
• NATO exercises and operations in connection with the NATO evaluation programmes (CREVAL, JOINEVAL). Evaluation-related observations and lessons;
• GNC's way to LCC NATO Response Force 2019;  
• MP involvement in Hybrid Warfare;
• Interoperability during missions and exercises;
• Challenges of LTU MP during exercises SASE18 and BRJE18;
• CAN exercises and RLS;
• Lessons Learned by SWE Armed Forces Provost Marshal Office;
• ESP Army MP and Angel Guardian Exercise built on LI and LL;
• MP DH policy, MP COE offer in E&T for the MP COI;
• Experience from JOIN EVAL Exercise TRJE 18 – evaluator’s perspective;
• BEL MP Gp instruction.
In summation of the Conference, its chairman, the NATO MP COE Lessons Learned Branch Head, LTC Lukasz WAGA, expressed his gratitude to all attendees for their active and professional commitment that is of high value for the whole MP COI. He underlined as well that visibility of the MP force must be reinforced from the very beginning of the planning stage. MP must be reflected in respective documents, to be properly visible in doctrines. Without that MP capabilities would be less appreciated and undervalued. Enhancement of interoperability was and still remains a huge challenge during exercises and operations. Furthermore, certification and evaluation of MP capabilities must remain important. The above-mentioned tools assess the level of knowledge and skills, the quality of performance as well as trigger constant improvement of MP capacities.
All identified experiences will be analysed and uploaded to the MP LL Portal and available for registered users of the MP COI.
