NATO Centres of Excellence are nationally or multi-nationally funded institutions accredited by NATO. They train and educate leaders and specialists from NATO member and partner countries, assist in doctrine development, identify lessons learned, improve interoperability and capabilities, as well as test and validate concepts through experimentation. They offer recognized expertise and experience that is of benefit to the Alliance and support the transformation of NATO, while avoiding the duplication of assets, resources and capabilities already present within the NATO Command Structure. Although, not part of the NATO Command Structure, they are part of a wider framework supporting NATO Allied Command Transformation’s effort.
Designed to complement the Alliance’s current resources, Centres of Excellence cover a wide variety of areas, with each one focusing on a specific field of expertise to enhance NATO capabilities. The overall responsibility for Centres of Excellence co-ordination and utilization within NATO lies with Allied Command Transformation, in alignment with the Supreme Allied Commander Europe.

Genesis
In December 2009, the Chief of General Staff of the Polish Armed Forces declared to the Supreme Allied Command Transformation the initiative of creating a Military Police Centre of Excellence on the territory of Poland. In response to the offer, the Commander of the Allied Command Transformation accepted the concept for the NATO Military Police Centre of Excellence, with Poland as the framework nation.

The NATO Military Police Centre of Excellence focuses on, but does not limit its activities to, the cooperative aspects of Military Police in support of the NATO Strategic Concept and current or future operations in the following core areas:
- Doctrine and Concept Development
- Education and Training
- Research and Development
- Analysis and Lessons Learned
- Consultation
The NATO Military Police Centre of Excellence maintains relationships with Nations, NATO Command and Force Structure, NATO agencies and NATO schools.
These relationships are managed by the Sponsoring Nations, at the same time keeping Supreme Allied Command Transformation informed and taking security aspects into account. The Director of the NATO Military Police Centre of Excellence reports only to the Steering Committee which consists of a Framework Nation, Sponsoring Nations, and HQ Supreme Allied Command Transformation representatives (Supreme Allied Command Transformation representatives only are observers and advisors with no rights to vote).
The NATO Military Police Centre of Excellence works in close co-operation with the Military Police Community of Interest and provides support to the Military Police Working Group.
Tasks
The mission of the NATO Military Police Centre of Excellence is to enhance NATO Military Police by providing subject matter expertise on all aspects of Military Police activities, thus improving the Alliance’s interoperability in the field of Military Police operations.
In particular, the NATO Military Police Centre of Excellence supports the development of Military Police standards and capabilities through:
- providing analytical and methodological support in the process of expanding the transformation policy and transformation processes, plans for nations as well as launching initiatives in these areas,
- monitoring main undertakings, ideas, and changes in the field of transformation of the Military Police,
- supporting and coordinating national and multinational effort in implementing doctrines, publications, and normative documents, in order to facilitate common understating in fulfilling police tasks in every operational environment,
- supporting and advising within national as well as international consultations on the issues to be addressed in the Military Police doctrines and publications,
- preparing evaluation, lessons learned from theoretical and practical Military Police accomplishments, as well as conclusions and ways ahead, in order to implement them into the future actions,
- co-operating with domestic, allied and foreign institutions responsible for transformation of their armed forces, especially in the frame of police activities,
- formulating, experimenting, reviewing, and recommending new concepts and directions for utilization within Military Police in a multi-domain and multinational operational environment,
- co-operating with other military and civilian Subject Matter Experts to carry out research, simulations, analyses in favour of the Military Police and their counterparts,
- studying and providing all actors with optimal methods, tools and procedures used in the transformation process for planning, implementing, monitoring, and evaluating,
- gathering, storing, and sharing any materials related to Military Police operations in their countries and operations abroad,
- serving as a platform for consultations, experiences and information exchange, discussions, and meetings.
